    Established in 1951, the International Organization for Migration (IOM) - UN Migration - is the leading inter-governmental organization dedicated to promoting human and orderly migration for the benefit of all.  It does so by advancing the understanding of migration issues, assisting governments in meeting the challenges of migration, encouraging social and economic development through migration, and upholding the dignity and well-being of migrants, their families and their communities.

    Position Title : Programme Assistant III (Coordination) - 2 positions
    Duty Station : Various location (Jakarta, Bogor, and Makassar)
    Organization Unit : Disaster, Climate, and Resilience (DCR) unit
    Classification : General Service, Grade G-6
    Type of Appointment : Special Short-Term contract for six months with possibility of extension, (the whole period of initial contract shall be considered as probation period)
    Report to : Programme Manager of the DCR unit
    Estimated Start Date : As soon as possible
    Closing Date : 05 June 2020
    Under the supervision of the Programme Manager of the DCR unit, the incumbents will contribute towards IOM's assistance to the Government of Indonesia's efforts to mitigate the COVID-19 outbreak, including through supporting effective, coordinated, multisectoral responses of the National Cluster for Displacement and Protection.
    Responsibilities and Accountabilities
    • Under the supervision of DCR Programme Manager, ensure that all components of the unit's projects are implemented in line with the approved proposals, project action plans and log-frames;
    • In coordination with DCR Programme Manager, develop work plan and day-to-day project implementation activities at national and sub-national level, as required;
    • Work closely with government, non-government, and international partners to assist in the coordination and implementation of the Displacement and Protection Cluster activities at national and sub-national levels in response to the COVID-19 pandemic;
    • Maintain close coordination with other UN partners, IFRC/PMI, national and sub-national agencies on disaster management or pandemic related responses;
    • Assist in organizing and participate in coordination meetings, workshops, trainings, and events with the cluster on displacement and protection at national/sub-national level, Ministry of Social Affairs, BNPB and other stakeholders at national and sub-national level in line with project activities, timeframes and expected results;
    • Facilitate coordination with government and non-government service providers to prevent and support quality case management to address GBV and other protection concerns;
    • Assist in monitoring work of implementing partners and report non-compliances to the supervisor;
    • Provide timely inputs for narrative, progress reports and updated data to the DCR Programme Manager;
    • Contribute to the program monitoring of performance indicators and regular reporting systems by preparing data analysis, summary sheets and reports in accordance to program needs;
    • Provide timely inputs to Programme Manager in the development and dissemination of lessons learned and best practices of the project;
    • Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc;
    • Perform other duties as may be assigned.
    Required Qualifications and Experience
    • Bachelor degree in Political or Social Sciences, International Relations, International Law or a related field from an accredited academic institution with four years of relevant experience; or
    • Completed High School degree from an accredited academic institution, with six years of relevant professional experience.
    • Experience in disaster management, social science, or alternatively, combination of related education and professional experience;
    • Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis;
    • Experience supervising the development and implementation of administrative control procedures;
    • Good understanding of national and sub-national DRR systems, frameworks and regulations;
    • Strong coordination and facilitation skills;
    • Previous and relevant experience working with community mobilization participatory approach and/or monitoring evaluation activities;
    • Ability to prepare quick and concise reports;
    • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
    • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and;
    • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

    Fluency in English and Bahasa Indonesia is required, both written and spoken.
